Best CRM for Small
Business in Europe
We tested every major CRM for European SMBs — ranked by ease of use, real pricing in euros, GDPR compliance, and sales impact for teams of 1–50 people.
Bottom line: HubSpot wins overall — best free CRM entry point, strongest ecosystem, and scales from 1 to 100+ users. Pipedrive for pure sales teams that want the cleanest pipeline management without complexity. Brevo for European SMBs that need email + CRM in one GDPR-native platform at the lowest cost.
What European SMBs need to check first
GDPR compliance isn't optional. Before committing to any CRM, verify these four points — most non-European platforms handle them, but the details matter for audits and data residency requirements.
Customer data stored on EU servers, not just backed up there. Matters for data residency requirements in DE, FR, PT, ES.
Data Processing Agreement (DPA) must be available and signable — required for GDPR compliance when processing customer data.
The platform must support contact deletion requests and data export — Article 17 compliance. Most enterprise tools do; some smaller ones don't.
Billed in EUR avoids currency fluctuation costs. Pipedrive and Brevo bill in EUR natively. HubSpot bills in EUR for European accounts.
Does your CRM need to be a European company?
"European CRM software" usually means one of two things: a CRM built by a European company, or a CRM that keeps your data inside the EU. For GDPR audits, only the second one matters — but both questions have clear answers.
Pipedrive (founded in Estonia) and Brevo (Paris, France) are the European-origin platforms in our top 5. Other European names — SuperOffice (Norway), Teamleader (Belgium), Efficy (Belgium), noCRM.io (France) — are capable but trail on integrations and automation depth.
What auditors actually ask about. Brevo and Zoho offer explicit EU-only storage; HubSpot and Pipedrive assign European accounts to EU data centres. Confirm the data region during signup — it usually cannot be changed later.
Brevo is the hometown pick in France — French UI, support, and invoicing. In Belgium and the Netherlands, Pipedrive leads for pure sales teams, with Teamleader as the local alternative when you want invoicing built in.
Germany and Austria have the strictest data-residency expectations — pick explicit EU-only storage (Brevo, Zoho) or select the EU data centre at signup. In Sweden and Finland, Pipedrive has notably strong SMB adoption.

Which CRM is right for your business?
Four scenarios. Four direct answers. Based on actual business stage and priorities.
HubSpot free CRM. It's genuinely free with no time limit, works for up to unlimited contacts, and the onboarding is the cleanest in the industry. Don't bother with Zoho — the learning curve will slow you down at this stage.
Pipedrive. EU-founded, fastest adoption, and the best pipeline UI available. If you also need marketing automation and email sequences, add a tool alongside it or switch to HubSpot. Pure sales teams rarely leave Pipedrive once they've set it up.
Brevo — French HQ, EU data centres by default, no US data transfer. If you need full pipeline CRM alongside it, pair with Pipedrive. Both bill in EUR and are designed with European compliance requirements front of mind.
ActiveCampaign at lower contact volumes, or HubSpot Professional if budget allows. ActiveCampaign's automation builder is the most powerful in this list at the €15–75/month price range. The HubSpot jump to €890/month only makes sense if you need the full platform stack.
